We are less than a week away from the start of the 89th Texas Legislative Session, which begins onJanuary14th. While thousands of bills have already been pre-filed, many more will be introduced during the session, highlighting the priorities of various lawmakers. The first few weeks will focus on organization—setting priorities, establishing procedures, and forming committees to review proposed legislation. This period also serves as an opportunity for lawmakers to build relationships and familiarize themselves with the legislative process. Concurrently, the draft state budget will undergo review by both the House and Senate, with any changes reconciled between the two chambers.
During the first 60 days of a regular session, neither the House nor the Senate can pass general legislation. However, lawmakers can address issues the governor declares as emergencies. Speculation is high that school vouchers may be classified as an emergency item, potentially fast-tracking related legislation for debate. In addition, both chambers will likely continue refining the state budget during this time.
At the League of Women Voters of Texas, we are also preparing for the upcoming session by setting our priorities, organizing our efforts, and coordinating with our partners. We anticipate this session to be as challenging as those in 2021 and 2023, with significant attention likely required to combat harmful legislation aimed at voter suppression. Nevertheless, we remain committed to advancing positive change. Our priorities include supporting legislation that expands voting access, fully funds and supports public education, safeguards women’s rights and health care, and addresses other critical issues.
Together, we will persist in fighting for a more inclusive and equitable Texas.
