Action News! January 2025

We are less than a week away from the start of the 89th Texas Legislative Session, which begins onJanuary14th. While thousands of bills have already been pre-filed, many more will be introduced during the session, highlighting the priorities of various lawmakers. The first few weeks will focus on organization—setting priorities, establishing procedures, and forming committees to review proposed legislation. This period also serves as an opportunity for lawmakers to build relationships and familiarize themselves with the legislative process. Concurrently, the draft state budget will undergo review by both the House and Senate, with any changes reconciled between the two chambers.

 

During the first 60 days of a regular session, neither the House nor the Senate can pass general legislation. However, lawmakers can address issues the governor declares as emergencies. Speculation is high that school vouchers may be classified as an emergency item, potentially fast-tracking related legislation for debate. In addition, both chambers will likely continue refining the state budget during this time.

 

At the League of Women Voters of Texas, we are also preparing for the upcoming session by setting our priorities, organizing our efforts, and coordinating with our partners. We anticipate this session to be as challenging as those in 2021 and 2023, with significant attention likely required to combat harmful legislation aimed at voter suppression. Nevertheless, we remain committed to advancing positive change. Our priorities include supporting legislation that expands voting access, fully funds and supports public education, safeguards women’s rights and health care, and addresses other critical issues.

 

Together, we will persist in fighting for a more inclusive and equitable Texas.

Your Texas League in Action

County Election Website Review Results

LWVTX and our amazing volunteers completed the county election website review corresponding to the 2024 General Election. We congratulate the 62 counties that were ranked “Outstanding” and the 64 counties that received “Very Good” ratings. For reference, these numbers are TWICE what they were for the 2022 General Election, and HALF (126/254) of the counties were rated "Outstanding" or "Very Good." 89th Texas Legislative Session Update

It has been an eventful holiday season, culminating in the tragic events in New Orleans on New Years Day. As the 89th session of the Texas legislature begins next week, we should bear in mind that finding solutions to the real issues facing us here in Texas, as well as the country at large, are more nuanced and complex than the political sound bites and slogans of the past election season. There is a reason that the League of Women Voters is a fact-based organization—that we take time to gather facts and question assumptions before taking positions on issues. Engaging with our elected officials and participating in the legislative process is critical to a functioning democracy. With a new administration in Washington and new leadership in the Texas House, it is more important than ever that we stick to the facts.

Also, over the holidays, former President Jimmy Carter passed away in Plains, Georgia at the age of 100. Carter was the last democrat to win the popular vote in Texas, and he was last surviving presidential candidate to participate in debates sponsored by the League of Women Voters. Carter ran for president in the wake of the Watergate scandal and forced the resignation of Richard Nixon. The Cater candidacy literally came out of nowhere depending on fundamental retail politics. So much has changed in the last fifty years.

 

In the upcoming 89th Texas Legislative Session, the League will be following voting rights and election lawpublic educationwomen’s healthcare (including reproductive rights), watergun safety, and immigration. As always, we will focus on facts and practical solutions consistent with our positions. For example, you can view our action papers on Women’s Healthcare and Abortion Access. Our issue chairs are already following the hundreds of bills that have been pre-filed. The legislative session is an opportunity to join us in supporting real solutions to the real problems confronting Texans.

Making Democracy Work® Dinner

Time to Renew Your Annual Application for a Ballot By Mail!

It's that time of year - time to renew your Application for a Ballot by Mail or ABBM! If you are voting by mail because you are disabled or are 65 years of age or older, you may use a single application to request ballots by mail for all county elections in the calendar year. While you can submit this “annual” application anytime during the calendar year, it must be received at least 11 days before the first election in which you seek to request a ballot by mail. Renew/Become a Volunteer Deputy Registrar!

Are you a VDR or Volunteer Deputy Registrar? If so, it's time to renew your appointment. If not, now is a great time to sign up! You may be appointed a Volunteer Deputy Registrar at any time. However, your term expires on December 31st of the even-numbered year. That means that as ofJanuary1st,2025, all VDRs appointed in 2023 and 2024 must complete training and an examination, if required, prior to being appointed as a VDR for the2025-2026 biennium. Local Leagues in Action

LWV Wichita Falls had a visit from Santa at their annual Holiday Gathering on Dec. 4th, 2024 at the Sixth Street Winery. Attendees were asked to bring a canned food item with them to donate, with the donations going toward the Wichita Falls Area Food Bank. More here.

LWV Gulf Coast Coalition

Are you passionate about the impact of Climate Change on the Gulf Coast? If so, please consider volunteering as our LWV Texas representative on the League’s Gulf Coast Coalition. This role will work with other local and state Leagues along the Gulf Coast to discuss and recommend actions and/or legislation that national, state, or local Leagues should consider taking to protect the Gulf Coast.

 

This does require you to be a League member and is an off-board role working with the LWV Texas President. If you have any questions or are interested in this role, please contact Joyce LeBombard.

Important Membership Update!

As we work to empower voters and defend democracy, we need more time, talent, and funding. Changes to our membership system will help provide these resources, ensuring the League of Women Voters remains a powerful force for the next century.

 

What’s Changing?

Starting February 1st, the League will introduce a new, unified membership system called ChapterSpot, which will streamline processes across 700+ state and local Leagues. With this change, a larger portion of your membership dues will go directly to your local and state Leagues. With ChapterSpot, you’ll be able to:

  • Renew your membership online
  • Update your personal information (e.g., phone, email, mailing address)

 

What You Need to Do If You Are Already A Member:

  1. In February, you’ll receive an email inviting you to log in to the ChapterSpot portal and “claim your membership.” This involves linking your current membership to your email and creating a login.
  2. When you log in, you’ll complete a short survey from your national, state, and/or local League. This is not a membership renewal; it’s just a setup step for the new system. And no, you will not be asked to create yet another password to remember.
  3. Whenever your membership is due for renewal, you’ll get an email notification. At that time, you’ll have the option to enable auto-renewal, ensuring seamless renewals in future years.

 

Why Renew Now?

If your membership is expired or will expire soon, we recommend renewing before January31st to avoid potential issues during the transition. Renewing early also ensures your full dues are eligible for a tax deduction. Starting in February, the portion of dues allocated directly to the national League is not tax-exempt, though the local and state portions will remain tax-exempt.
