Action News! May 2025

With the 89th Legislative Session underway and our advocacy efforts on the League of Women Voters of Texas’ (LWVTX) priority issues in full motion, I’ve noticed increased rhetoric challenging our nonpartisan stance. I want to take a moment to address this directly and reaffirm what nonpartisanship truly means for our organization.

 

Nonpartisan ≠ Neutral

 

Nonpartisanship has always been a core value of the League, but it does not mean neutrality. We do not support or oppose any political party or candidate ever. However, we take principled, evidence-based positions on policies that affect democracy and the well-being of all Texans. These long-standing positions result from gathering facts and weighing pros and cons to build consensus representing our members' understanding and agreement of the issue. They guide our advocacy at the Capitol and inform how we hold elected officials accountable—regardless of party affiliation.

 

Case in Point: SB 16 / HB 5337

 

Take SB 16 /HB 5337 as an example. This bill package would impose significant new burdens on local election officials—without providing the necessary funding—and would disproportionately burden certain groups of voters, including married women, older adults, people with disabilities, newly naturalized citizens, and incarcerated individuals.

 

This bill claims to address something that rarely happens but is highly politicalized. Because the consequences would be widespread, undermining access for many eligible voters and because the right to vote with free and fair access to the polls is a foundational principle of the League, LWVTX strongly opposes this legislation. It’s unnecessary—our current system already works and it is critical to our mission that we say so.

 

Unite & Rise 8.5: Our Call to Action

 

On April 17, 2025, Celina Stewart, CEO of the League of Women Voters, and Dianna Wynn, president of the League of Women Voters, took the serious step of labelling our current moment a constitutional crisis. On May 1st, the League of Women Voters launched a powerful new initiative, Unite and Rise 8.5, which aims to engage and mobilize 8.5 million voters through advocacy, civic education, and community engagement.

As we advance our work under the Unite and Rise 8.5banner, let us remember: advocacy and nonpartisanship are not at odds—they are partners. We rise together to hold power accountable, expand access to the ballot, and challenge policies that harm underrepresented communities, no matter which party is in control.

LWV Launches “Unite and Rise 8.5”

On April 17, 2025, the League of Women Voters of the United States declared the nation to be in a constitutional crisis and launched Unite and Rise 8.5, a major initiative to mobilize 8.5 million voters through civic education, advocacy, and engagement.

 

“In the first 100 days of the Trump administration, our Constitution and rule of law have come under attack,” said CEO Celina Stewart. “Unite and Rise 8.5 is a proactive, inclusive vision for democracy — one anyone who cares about this country can support.”

 

The initiative expands the League’s power-building work and is part of its broader Women Defend Democracy campaign. Over the next 18 months, the League will drive civic participation through public mobilization, policy advocacy, and coalition-building.

 

The name references research by Harvard political scientist Erica Chenoweth, who found that just 3.5% of a population — or about 8.5 million of the 245 million eligible U.S. voters in 2024 — can spark meaningful policy change.

It is up to all Americans, no matter their political leaning, to engage, mobilize, and push back against anti-democratic threats. Learn more and get involved at the Unite and Rise 8.5landing page.

Don't Make Registering to Vote in Texas Harder! Say NO to SB 16! *Updated!*

 

SB 16 not only burdens Texas voters by requiring documentary proof of citizenship to register to vote, it is also an unfunded mandate to local elections officials to add costly and confusing new procedures, such as maintaining two voter rolls and federal-only ballots for certain voters.

 

Contact your State Representative and urge them to say NO to SB 16!

Keep Guns Out of Texas Polling Places!

Say NO to HB 1128 and HB 1794! *Updated!*

Both HB 1128 and HB 1794 have passed out of committee and could be scheduled for a vote on the House floor soon. Texans must speak up now to keep firearms out of our polling places! Contact your State Representative and urge them to vote NO on HB 1128 and HB 1794!

Put Public Education First and Invest in the Future of Texas Public Education! Say YES to HB 2!

HB 2, which would fund public education for the next two years and including an increase in the basic allotment, is now in the Senate. The Senate version of this funding bill does not include any increase in the basic allotment. Contact your State Senator and urge them to prioritize public education and vote YES on HB 2!

Stop the Attack on Women! Say NO to HB 5510!

HB 5510 is another bill designed to create vigilante lawsuits that turn neighbors against neighbors. This bill intends to allow lawsuits outside of Texas against anyone who provides abortion medication. Contact members of the House Committee on State Affairs and urge them to vote NO on HB 5510!

Stop the Attacks on our Public School Libraries! Say NO to SB 13!

SB 13 creates a politically appointed School Library Council and gives it authority to determine the content of public school libraries based not the community's values, but instead on the Council's values. Contact members of the House Committee on Higher Education and urge them to vote NO on SB 13!

Will Saturday’s elections be the last one in May for Texas?

Senate Bill 1209, authored by Sen. Bryan Hughes, a Mineola Republican, would require most elections to be held in November and on Tuesdays. There are exceptions for the primaries, runoffs and special elections. That means city and school districts would be required to hold their elections in November, rather than May, as they are now.

 

“People don't pay attention to local elections, and in May, they generally are local elections,” said Joyce LeBombardpresident of the League of Women Voters in Texas. “Usually, governor elections and above get more attention than anything else, even though those local elections impact voters, generally much more than National elections."

ACLU of Texas, Partners Oppose Controversial Voter Suppression Bill

The American Civil Liberties Union of Texas along with a coalition of advocacy organizations voiced their opposition to voter suppression bills House Bill 5337 and its companion Senate Bill 16, in a press conference Thursday Morning ahead of the House Elections Committee. These bills would require documented proof of citizenship to register to vote, creating unconstitutional and unnecessary barriers to voting. H.B. 5337 will disenfranchise millions of Texans, particularly young people, naturalized citizens, married women, and low-income communities.

The Division of Student Affairs honored the LWV San Antonio Area as the recipient of the sTUdent Friendly Award for providing meaningful service to the students of Trinity University at its recent 2025 Student Leadership and Service Awards ceremony.

Congratulations to LWV Collin County on their 50th Anniversary Celebration!!!

It was a packed house at the LWV Comal Area & Comal Conservation Drought and Water Forum at the Tye Preston Memorial Library. Presenters included the Guadalupe-Blanco River Authority (GBRA), Fort Worth District of the U.S. Army Corps of Engineers, and The Texas Water Company talking about the drought conditions, water supply, water supply planning, and forecasting conditions.

Rise for Freedom Training Series

Join Rise for Freedom for a series of live, online trainings intended for in-person groups nationwide on Thursday evenings over 7 weeks, ending on June 5th. The goal of the training series is to bring people together, grow and strengthen their local networks, and get ready to mobilize to demand democracy in this new challenging environment.
