LWVTX Capitol Action Report - 89th Session, Issue 6

Every week during a legislative session is interesting, and last week was no exception. As noted in the Public Education report this week, the House Committee on Public Education met last week to debate HB 2 and SB 2. The meeting was not live-streamed, and no public testimony was allowed.

 

House Elections heard two bills (HB 306 and HB 2424) that would directly link driver’s licenses to citizenship. Since driver’s licenses, including expired licenses, are used by most votes to prove that they are who they say they are, the potential for mischief at the polls involving new citizens should be clear. An Action Alert addressing both these bills is included in this report.

 

In our priority issues updates below, Teri Marsh has provided an explanation of the various water bills that we are watching. While the need to address the water supply in Texas is clear, how to address it is not. Also note that there are some good bills moving through on women’s healthcare.

Protect New Citizens!

Oppose HB 306 & HB 2424! *NEW*

 

HB 306 and HB 2424 would prohibit newly naturalized citizens from using their driver's license as voter photo ID. While the two bills take different approaches, both would require new citizens to take an additional step or provide different documents at the polling place that other citizens do not. Contact the members of the House Committee on Elections now, and urge them to vote NO on HB 306 & HB 2424!

Don't Punish Abortion-Related Speech and Travel!

Oppose SB 2880!

 

SB 2880 is an extreme, unconstitutional attack on free speech, interstate travel, and medical privacy. This bill criminalizes all forms of support for abortion care, including information-sharing, travel assistance, and financial aid--even when the abortion is legal in another state. Contact members of the Senate Committee on State Affairs and urge them to oppose SB 2880!

Support Sensible Solutions for Texas Water Funding!

Say YES to HJR 7!

 

HJR 7 amends the state constitution (with voter approval) to allow an investment of $1 billion per year to the Texas Water Fund. Funding is needed for water conservation strategies that offer immediate and sustainable benefits to Texas. Contact your representative and urge them to support HJR 7!

Support Increased Access to Children's Medicaid and CHIP!

Say YES to HB 321!

 

HB 321 addresses the high number of uninsured children in Texas by implementing an express lane option for children eligible to enroll in Medicaid or the Child Health Insurance Program (CHIP). Contact the members of the House Subcommittee on Disease Prevention and Women and Children's Health and urge them to say YES to HB 321!

Support Continuing Education for Foster Youth!

Say YES to HB 1211!

 

HB 1211 removes the time limit for foster children aging out of foster care to take advantage of tuition and fee waivers for higher education. This ensures that more children in foster care or formerly in foster care can access their essential continuing education benefits. Contact members of the House Committee on Higher Education to ask them to support HB 1211!

Tell Your Members of Congress to Oppose the SAVE Act!

 

Congress has introduced the Safeguard American Voter Eligibility (SAVE) Act, which would require citizenship documentation to register to vote even though voters in every state are already required to affirm or verify their citizenship status when registering. Americans do not need MORE obstacles to vote. Although there have been some delays, the US House has scheduled a vote for next week on this harmful voter suppression legislation. Tell your representatives to say NO to the SAVE Act!
