LWVTX Capitol Action Report - 89th Session, Issue 9

Joleen E Smith | Published on 4/29/2025

April 29th, 2025

After a daylong session for the Texas House, House committees commenced hearings Thursday evening, April 24. Many thanks to the League volunteers who started their day at the Capitol at 9 am and were still there at 10:30 pm to deliver the League’s testimony opposing SB 16 / HB 5337. There is still time to respond to the Action Alert opposing documentary proof of citizenship for voter registration.

The Senate accepted the House version of SB 2, so the bill creating educational savings accounts to pay for private school is headed to the Governor for signature. But final funding for Texas public schools has not been finalized, so there is still work to be done.

The House heard an amended version of SB 2880, revising some of the worst First Amendment violations in the bill but retaining the enforcement scheme that depends on private lawsuits aimed at those who provide the means and the methods for women to obtain abortions implicating even persons outside the state of Texas.

I encourage you to stay vigilant and involved. We are continuing to post Action Alerts so you can easily contact your legislators about important legislation that is still being considered.

Don't Make 18 Million Texas Voters Show Their Papers!

Say NO to HB 5337!

HB 5337, like its companion bill SB 16, which would require documentary proof of citizenship to register to vote, would disenfranchise citizens who do not or cannot present a birth certificate, passport, or naturalization papers to election officials before voting. Over 18 million current voters would not be exempt from this requirement. Contact members of the House Committee on Elections and urge them to say NO to HB 5337!

Respond to Your House Member's Vote on the SAVE Act

The House voted to pass the Safeguard American Voter Eligibility (SAVE) Act by a margin of 220-208. This bill would create an unnecessary barrier to voting by requiring eligible Americans to provide documentary proof of citizenship in person to register to vote. Write to your House member about their vote on the bill.
