LWVTX Capitol Action Report - 89th Session, Issue 10

With just a few weeks left in the session, we are watching several bills. SB 16, which would require documentary proof of citizenship for voter registration, is now in the House Calendars committee. SB 33, which would prohibit local governments from spending public money to assist women leaving the state for an abortion, and SB 2880, which would prohibit just about every other kind of assistance to women seeking reproductive care out of state, have passed the Senate and reported favorably out of committee in the House but have not reached the House calendars committee. HB 2, which includes funding for public schools, has passed the House but is not scheduled for hearing in the Senate.

 

SB 1596, which would legalize sawed off shotguns and rifles, has passed out of committee in the House. Please see the action alert below and contact your House member opposing this bill.

 

HB 1128, which would allow election judges and clerks with firearms licenses to carry weapons in polling locations, has passed the Senate and is pending in the House. Please respond to the action alert below and let your House member know that you oppose endangering voters by allowing firearms in polling locations.

 

In better news, the House Elections Committee will hear a bill supporting Online Voter Registration on Thursday. The League will be presenting testimony. HB 1211, which would create resources for foster and homeless youth seeking higher education, has passed in the House as has HB 321, which would make it easier for children to get Medicaid and CHIPS coverage.

Both HB 1128 and HB 1794 have passed out of committee and could be scheduled for a vote on the House floor soon. Texans must speak up now to keep firearms out of our polling places! Contact your State Representative and urge them to vote NO on HB 1128 and HB 1794!

Say NO to SB 16! *Updated!*

 

SB 16 not only burdens Texas voters by requiring documentary proof of citizenship to register to vote, it would also add costly and confusing new procedures, such as maintaining two voter rolls and federal-only ballots for certain voters. Contact your State Representative and urge them to say NO to SB 16!

Keep Short-Barrel Firearms Off Texas Streets!

Say NO to SB 1596!

 

SB 1596 removes short-barrel firearms from the list of prohibited weapons under Texas law, weakening our state’s firearm safety framework and opening the door to wider circulation of weapons that are both highly lethal and easily concealable. Contact your State Representative and urge them to say NO to SB 1596!

Put Public Education First and Invest in the Future of

Texas Public Education! Say YES to HB 2!

 

HB 2, which would fund public education for the next two years and include an increase in the basic allotment, is now in the Senate. (The Senate version of this funding bill does not include any increase in the basic allotment, so the House version is better.) Contact your Senator and urge them to prioritize public education and vote YES on HB 2!

Texas Water Solutions Must Be Flexible!

Say YES to HJR 7! *Updated!*

 

HJR 7, the House resolution for a constitutional amendment protecting Texas water infrastructure, allows flexibility in allocating resources to find solutions to looming water shortages. Unlike the similar Senate resolution, HJR 7 does not dictate that most of those resources go to new water sources as opposed to infrastructure repair and conservation. Contact members of the Senate Finance Committee, and urge them to support HJR 7!
