Action News! November 2025

Can you believe it’s already November!

As we wrap up this election cycle and look ahead to the holidays, the League of Women Voters of Texas continues to live our mission:Empowering voters. Defending democracy. This month brings renewed purpose as we focus on ongoing litigation, prepare for the upcoming primary election cycle, and begin the nominations process for the 2026–2028 LWV Texas Board and Nominations Committee slate.

Election Day – November 4th

Election Day is almost here, and with it comes another opportunity to make our voices heard. The decisions made by elected officials affect every aspect of our daily lives, from access to education and healthcare to infrastructure and community resources. The recent government shutdown reminded us just how deeply those decisions matter. Our votes are our voices, and it’s up to each of us to use them, on November 4th and in every election to come.

This year, Texans statewide will vote on 17 Constitutional Amendments, and many communities across the state will also hold local elections. Please encourage your friends, family, and neighbors to cast their ballots. For trusted, nonpartisan information about what’s on the ballot and where to vote, visit Vote411.org. Every election matters, and every vote makes a difference.

Redistricting Update

The League remains steadfast in advocating for fair and transparent redistricting in Texas. We continue to monitor important legal developments that will shape how political boundaries are drawn and ultimately, how well Texans are represented. In the coming weeks, we expect more clarity on whether the 2021 maps or the new 2025 maps will be used for the upcoming Primary Elections. Fair maps are the foundation of a fair democracy, and we encourage members to stay tuned for updates and opportunities to engage in this critical work.

Looking Ahead

As we enter the final months of 2025, let us take pride in all we have accomplished together and look forward with renewed energy to the work that lies ahead. The League’s mission — ensuring every Texan has a voice at the ballot box — depends on the passion and dedication of people like you. Whether you join the League, become a sustaining donor, or volunteer in your community, your involvement strengthens our democracy and amplifies our collective impact.

Thank you for your unwavering commitment to protecting voters, promoting civic engagement, and building a stronger, more representative Texas for all. And a special thank you to our generous Voters Guide sponsors who enabled us to print and distribute a record number of guides across the state.

With gratitude and determination,

LWVTXVoters GuideReaches Texans Statewide

This fall, the League of Women Voters of Texas proudly printed and distributed more than 95,000copies of our Constitutional Amendment Voters Guide across the state. These guides were delivered to libraries, community centers, and partner organizations, as well as directly to individuals, helping ensure that Texans everywhere had access to trusted, nonpartisan election information.

Each guide provided straightforward explanations of every proposed amendment, along with balanced arguments for and against each measure, empowering voters to make informed choices at the ballot box. In addition, local Leagues across the state used the statewide guide and added the necessary local election information to produce their Voters Guide.

This monumental effort was made possible through the dedication and generosity of our sponsors, donors, and volunteers. Your support ensures that voters across Texas, from the largest cities to the most rural communities, have the resources they need to participate fully in our democracy. Thank you for helping us continue to empower voters and defend democracy statewide.

In rare endorsement, League of Women Voters backs Texas ballot item

Adam Bennett, KVUE | Published on 10/21/25

For the first time in more than a decade, the League of Women Voters (LWV) of Texas is endorsing one statewide constitutional amendment on the November ballot.

That item, Proposition 4, would set aside $1 billion per year from existing sales tax revenue over 20 years, from 2027 to 2047, to fund water infrastructure. The money would create new water supply, fix aging systems and build flood protection in a state seeing growing population, a busy economy and a hotter and drier climate.

In a statement, LWV of Texas President Joyce LeBombard highlighted the “dire state of our water resources in Texas.”

LWV Texas Supports Proposition 4

The League of Women Voters of Texas supports Proposition 4, the proposed constitutional amendment "to dedicate a portion of the revenue derived from state sales and use taxes to the Texas water fund and to provide for the allocation and use of that revenue."

The Texas Water Fund is a special fund created in 2023 and administered by the Texas Water Development Board to assist in financing water projects in Texas. This proposition would provide that in each fiscal year, the first $1 billion of sales tax revenue in excess of $46.5 billion would be allocated to the Texas Water Fund. This funding would continue through 2047, and would be used to address future water needs in Texas. The amount could be adjusted by the legislature with a two thirds vote.

Why we are advocating for Proposition 4:

  • The funds would be used to upgrade aging water infrastructure as well as for new water supply projects. This would address the shortfall between water demand and available water supply, and improve the safety of the water supply.
  • Increasing Texas’ water supply is critical to continued economic growth and to meet the needs of farmers in Texas.
  • Provides reliable funding for long- term water supply and infrastructure projects.
