• A citizen of the United States,
• A resident of the county, and
• 17 years 10 months old (to vote you must be 18 years old on Election Day).
• You must not have been declared mentally incapacitated by a court of law.
• If you have been convicted of a felony, you may register to vote only after you have completed the punishment phase of your conviction, including any terms of incarceration, parole, supervision, or period of probation ordered by the court.

  • Update your Voter Registration

    Update your voter registration online if you moved or changed your name. 

  • You will need your TXDL or ID Card, SSN, and Voter Registration Card VUID (Voter Unique Identifier) number.  If you do not have your VUID number, you can find it  by putting in your name, county and date of birth here am I registered  or by contacting your County Voter Registrar.

  • When you update your driver's license online, you may update your voter registration at the same time or voters may fill  out a new paper voter registration application.

What is a provisional ballot?
What is a provisional ballot?

The Federal Help America Vote Act (HAVA) of 2002 provides for provisional voting if:

  •  Your name does not appear on the list of registered voters due to an administrative error
  • Your name is not on the rolls of registered voters, but you believe you are registered
  • You do not have your voter ID or alternate ID
  • You lose or forget your Vote by Mail ballot, you may cast a provisional ballot

Note: Voting with a provisional ballot will register you to vote.


To cast a provisional ballot, you need to:

  • Fill out an affidavit and a paper ballot.
  • The county's provisional voting ballot board will review.
  • The ballot will be counted if the voter is determined to be a registered voter in that county.
  • Provisional voters will receive a notice in the mail if their provisional ballots were counted and, if they were not counted, the reason why.

County election officials place voters on the suspense list if they are not sure the address on the voter registration is correct.

  • A voter may update their voter registration before the voter registration deadline.
  •  A voter may vote in person or by mail after filling out a form with their current address.
  • If the voter moved to another county, the voter may vote a “limited ballot” at their new county’s main early voting location during early voting.

  •  For college student voters living away from home, it is safest and easiest to register and vote at your school address.
  • Voters experiencing homelessness or without a residence, in the space on the registration form for Residence Address, it’s best to put the street address of an agency or shelter where they receive aid. Alternatively, homeless registrants can denote a park, street corner or marina where they live in lieu of a traditional home address. In the space for Mailing Address, they can use a P.O. Box (if they have one) or the shelter or other address where they can receive mail. If those are not available, homeless registrants can arrange for “General Delivery” with the US Postal Service and use that as the Mailing Address.
  • Voters who are victims of domestic violence, assault, or stalking may qualify to keep their address on their voter registration confidential. Learn more here.
  • Voters with a past felony conviction may register to vote if they have completed their parole, supervision, or probation and are "off paper."
  • Voters who are peace officers and certain government personnel may qualify to keep their address on their voter registration confidential. Learn more here.

After each Federal election, each county conducts registered voter “list maintenance”.

  • Registered voters who do not vote in two consecutive Federal Elections (which occur every two years) are placed in suspense prior to being removed from the list of registered voters.

On an ongoing basis:

  • Counties use reports from ERIC (https://ericstates.org/who-we-are/), provided by the Texas Secretary of State, to check voters who:
    • Have moved within the state
    • Have moved out of state
    • Have died
    • Have duplicate registrations in the state, and
    • Potentially are eligible to vote but are not registered.
  • Counties follow up with voters who are declared mentally incapacitated and voters who have duplicate registrations.
  • Counties send notices to those registered voters who had previously declared non-citizen status on a Department of Public Safety or Jury Duty form, in order that they can confirm their citizenship status.
  • Counties receive weekly reports of convicted felons provided by the Texas Department of Criminal Justice (TDCJ), as well as reports for felons who complete the punishment phase (including incarceration, parole, or supervision, or completed a period of probation ordered by the court) and come "off paper". Once "off paper", TDCJ sends a notice to the ex-felon which includes a voter registration form.
